About Barbara M. Angus Barbara M. Angus is senior tax policy adviser to Ernst & Young LLP. She is a retired EY principal and previously was the firm’s global tax policy leader. The focus of her practice is engaging with clients and governments on tax policy development and implementation around the world. From 2016 to 2018, Barbara was chief tax counsel for the House Ways and Means Committee. Appointed by then-Chair Kevin Brady, she was responsible for work on all tax matters before the committee and played a key role in the development and enactment of the Tax Cuts and Jobs Act. Earlier in her career, Barbara was the international tax lead for the Treasury Office of Tax Policy from 2001 to 2005, serving as the federal government's principal legal adviser on all aspects of international tax policy and representing the United States in the OECD as a vice chair of the Committee on Fiscal Affairs. Her first public sector role was as business tax counsel for the Joint Committee on Taxation from 1995 to 1998. She has 30 years of private sector experience in international tax matters, including forming a consulting firm to provide strategic support for clients on engagement with policymakers on tax legislative and regulatory matters and advising clients as a principal in the federal tax policy group of another Big Four firm and as a partner in the tax practice of a major law firm.
